Land for sale in Egypt

Land is the highest-risk purchase in Egypt and the one where the classification matters most. Agricultural land cannot be owned by foreigners at all, and cannot lawfully be built on by anyone without a change of use.

Everything that makes Egyptian property complicated — unregistered title, unclear boundaries, inheritance, use classification — is worse with land, because there is no building standing on it to anchor any of it.

The classifications, and why they decide everything

The most common trap for foreign buyers is agricultural land marketed as a building plot, sometimes with construction already standing on it. The construction does not make it lawful, and it does not make it ownable by a non-Egyptian.

Obligations that come with the plot

  • Build-within-a-period conditions. Land allocated by a state authority commonly carries an obligation to build within a set time, with penalties or forfeiture if you do not.
  • Permitted density and height — what you may actually build is set by the planning rules for that area, not by the plot size.
  • Setbacks and site coverage, which determine the real buildable footprint.
  • Infrastructure contributions in some new-city allocations.

Due diligence on a plot

  1. Get the classification in writing and verify it independently. Do not take the seller's description.
  2. Commission a survey. Boundaries on the ground routinely differ from the deed, and neighbouring encroachment is common and expensive.
  3. Trace the title chain back to a registered root. Land is the category where unregistered chains and inheritance disputes concentrate.
  4. Check for heirs. Family-held land often has many owners, and every one must sign.
  5. Establish what utilities exist at the boundary — water, sewage, electricity, gas. Bringing services to a plot can cost more than the plot.
  6. Check access. A plot with no legal right of way over neighbouring land is close to worthless.
  7. Confirm there is no existing occupation or agricultural tenancy.

Common questions

Can foreigners buy land in Egypt?

Not agricultural land, which is prohibited outright. Building land is possible within the Law 230 framework and its area cap, and a 2024 amendment to the Desert Land Law opened full ownership of desert land used in investment projects. Take advice before committing.

How do I know if land is agricultural?

From its official classification, verified independently rather than from the seller's description. Land that is currently farmed, or that sits within the Nile valley and Delta cultivated zone, should be treated as agricultural until documented otherwise.

Is buying land riskier than buying a building?

Materially, yes. Boundary disputes, unregistered chains, inheritance claims and use-classification problems all concentrate in land, and there is no structure standing to make any of it visible.
