Cheap apartments in Egypt are real and plentiful. Almost every one is cheap for a specific, identifiable reason — location, unregistered title, an unlicensed building, or an unfinished interior. Find the reason before you find the price attractive.

There is a genuine budget market in Egypt where usable apartments trade for a fraction of compound prices. There is also a layer of listings that look like bargains and are actually problems with a price attached. Telling them apart is the whole skill.

Where the cheap stock is

  • Giza: Haram, Faisal, Omraneya, Bulaq El Dakrour, Imbaba, Warraq.
  • Cairo periphery: Ain Shams, Marg, Matareya, Helwan, Hadayek Helwan.
  • Qalyubia: Shubra El Kheima, Qalyub, Khanka, Obour outskirts.
  • New towns still filling in: October Gardens, New October, Badr, Shorouk edges.
  • Alexandria beyond the corniche: Agami, Bitash, Hanoville, Amreya.
  • Delta and Upper Egypt cities generally — cheapest per metre in the country and the hardest to resell.

The eight reasons a listing is cheap

  1. It is core-and-shell. The discount is real but you will spend heavily and supervise the work for months.
  2. The title is unregistered, or the contract chain has a gap. This is the most common reason and the one buyers most often overlook.
  3. The building is unlicensed, or has floors above the licensed count.
  4. It is a high floor in a building with no lift.
  5. Inheritance. Multiple heirs, some unwilling or unreachable, and no sale can complete without all of them.
  6. A sitting tenant under legacy rent-control law who pays a nominal rent and cannot be easily removed.
  7. The area genuinely has no demand, so the exit will be slow at any price.
  8. Something physical: structural cracks, chronic damp, no gas, no water pressure, a neighbouring workshop.

Reasons one, four and seven are priceable trade-offs you can accept knowingly. Two, three, five and six are legal problems you should either solve before buying or walk away from.

How to buy at the bottom without getting hurt

  • Spend on a lawyer in inverse proportion to the price. The cheaper the unit, the more likely the paperwork is the problem.
  • Never wire a deposit before someone you trust has physically seen the unit and the seller's ID.
  • Ask directly, in writing: is it registered, is the building licensed, are there other heirs, is there a tenant.
  • Budget the registration cost — capped fees hit cheap units hardest as a percentage.
  • Assume a slow resale and buy something you would be content to hold.

At the very bottom — peripheral Giza, Delta towns, unfinished units — prices fall into the low tens of thousands of dollars and below. What you get at that level almost always needs work, paperwork, or both.

Are cheap apartments in Egypt safe to buy?

The physical risk is manageable with a survey. The legal risk is the real one: unregistered title, unlicensed buildings and inheritance disputes cluster at the cheap end. A lawyer is not optional here.

Can foreigners buy cheap apartments in Egypt?

Yes, the same Law 230 rules apply regardless of price. In practice foreign buyers struggle more at the cheap end because registration matters more to them and is least likely to be in place.
