What this budget realistically buys

  • A finished two-bedroom apartment in peripheral Giza — Haram, Faisal, Omraneya — or in Cairo's outer districts such as Ain Shams, Marg or Helwan.
  • An apartment in Qalyubia: Shubra El Kheima, Qalyub, Benha.
  • A core-and-shell unit in a better district, with finishing still to fund.
  • A studio or small one-bedroom in Hurghada's Dahar or Kawther districts.
  • An older chalet in Agami or the far-eastern North Coast.
  • A flat in a Delta or Upper Egypt city, where this budget goes furthest and resale is slowest.

What it does not buy: anything inside a delivered New Cairo or Sheikh Zayed compound, or a villa anywhere with a functioning market.

Checks that matter most at this level

  1. Registration. Cheap stock is disproportionately unregistered, and registration fees are capped rather than proportional — so they are a larger share of a small purchase.
  2. Building licence, and whether the floors built match the floors licensed.
  3. Heirs. Ask for the inheritance declaration early if the seller inherited.
  4. Any sitting tenant, and under which tenancy regime.
  5. Utility arrears — they attach to the meter, not the person who ran them up.
